Google slow "applying computer settings" for some suggestions if the following advice doesn't help:

A misconfigured firewall program will cause all manner of grief when trying to log on. I've had computers hang at "Applying Computer Settings" for literally hours. If possible, uninstall any firewall/anti-malware suite before running the ConnectComputer wizard; then reinstall it afterward. But, if the firewall component is misconfigured, both "Applying Computer Settings" and "Applying Personal Settings" will be excruciatingly slow.
