If your Task Manager is disabled, go to this registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Policies\System

Either delete the value named DisableTaskManager, or double-click it and change its value from 1 to 0.

If you prefer, here's a registry patch to do it for you. (Not added yet)
