If these are missing, start regedit and navigate to the following registry key:
HKey_Current_User\Software\Microsoft\Windows\CurrentVersion\
Policies\System
Look for entries called NoDispBackgroundPage and NoDispScrSavPage. Change their values to 0 and the missing tabs will return.
If these two values are the only two values there, you may just delete them both if you choose.
If you'd prefer, this
registry patch
will do it for you.
