If a computer is based on an Intel S3000AHV Server board, and has been updated to BIOS revision 44 (or possibly 45) a PS/2 mouse will work with Microsoft Windows Server 2003, and with Small Business Server 2003 until you complete the installation process by installing Exchange Server, Sharepoint, etc. After the rest of Small Business Server has been installed, the mouse will only function in a USB port. Keyboard function is unaffected.
I reported this to Intel 7-10 days ago and they have provided the following workaround:
Workaround #1: Install BIOS version 43 onto the S3000AHV board. The problem doesn't exist in this version of the BIOS. If you are currently experiencing this problem and need the PS/2 mouse to work, this is Intel's recommended option.
Workaround #2 (Provided by myself): If you can live with the problem for a bit, wait until the next revision of the BIOS, which should be revision 47 or higher. They should have it fixed by then, along with any of the other perks that come with a BIOS upgrade.
